Carolina-Style Mustard BBQ Sauce

1 cup prepared yellow mustard
1/3 cup white vinegar
1/3 cup balsamic vinegar
1/4 cup water
1/4 cup white sugar
2 tablespoons chili powder
1/4 teaspoon cayenne pepper
4 grinds ground black pepper
2 tablespoons ketchup (optional)
1 teaspoon soy sauce

Combine yellow mustard, white vinegar, balsamic vinegar, water, sugar, chili powder, cayenne pepper, and black pepper in a saucepan; bring to a boil. Reduce heat to medium-low and simmer for 30 minutes. Add ketchup and soy sauce and simmer for 10 minutes more.
